Written by  Dec 13, 2017
National Democratic Congress (NDC) Member of Parliament for Bolgatanga Central, Isaac Adongo, has said that the $US 1 million per constituency promie by the ruling New Patriotic Party (NPP) is an avenue for create, loot and share. He said the operational cost for 2018 alone for the three development authorities amounts to GHc71 million.   The legislator in detailing the use of the money questioned why the operational cost could amount to GHc71 million. He said ''the authorities say they are going to build schools. The same schools the various assemblies can build with the same resources that we give them; now we are going to give GHc71 million to these authorities to go and build the same school and the assemblies are sitting there without money to work.''   He said some of the items captured by these authorities will shock Ghanaians and quizzed further, ‘’where is the wisdom in this government trying to kill the people of Ghana? Where did we go wrong? Mr. Isaac Adongo quoting some of the costs for the three authorities said, they have budgeted an amount of GHc8.6 million as cost for Internal Management of Organizations. That was half  the amount we gave to the entire assemblies for one year. What is Internal Management of Organizations? The others were Procurement of 20 Four  Wheel Vehicles, GH 10 million; Hiring of Office Accommodation for the Coastal and Middle Belt Authority and Regional Offices, GHc15 million; Legal and Administrative Framework Review, GHc1million; Maintenance, Rehabilitation and Refurbishment, GHc3 million; Procurement of Furniture, GHc6.5 million; Local and International Affiliations, GHc2.5 million. ‘’Affiliations for what, he quizzed. This is  create, loot and share brigade.’’   According to him, Procurement of Office Supplies and Consumables, GHc3 million; Tendering Activities, GHc759 million; Treasury and Accounting Services, GHc500,000; Procurement of Computer and Accessories, GHc1.5 million; Manpower Skill Development, GHc3.5 million; Foreign Training, GHc2 million; Planning and Policy Formulation, GHc3.5 million; Policies and Programme Review Activities, GHc1.5 million; Publication and Dissemination of Policies and Programmes, 400,000; Development and Management of Data Base, 500,000; Research and Development, GHc1 million; Development of Website, 800,000; Budget Preparation, GHc2 million; Budget Performance Reporting, 500,000; Management and Monitoring of Programmes, GHc3 million. He urged Ghanaians not to rely on US$ 1 million because the money has been channeled to these unnecessary allocations because of government’s create, loot and share.   Mr. Adongo was emphatic that the current NPP administration has created these authorities to use them as vehicles to mismanage state resources.   ‘’This US$ 1 million you are chopping it in Accra. What is our crime? He indicated further that a total of GHc97.5 million is going into the procurement of ambulances. These are monies they are taking from the District Assemblies Common Fund, GETFund, and National Health Insurance to do this nonsense and stealing.   He also slammed the decision by government to allow the Ministry for Special Initiatives, to construct 50 warehouses when the Agric Ministry is capable of doing same. He also touched on the construction of solar powered mechanized boreholes at the cost of GHc132 million.   He added, the construction of water closet institutional toilets with mechanized boreholes and four solar panels GHc187 million. In fact, one toilet is 187,000. What kind of toilet is that?   ‘’This is what they are going to use our money for…They say the establishment of micro enterprise is GHc25.7 million…These guys are clever thieves,’’ he said.
